Ladisch Douglass Hails Health Care Funding in Budget
WESTMONT, Ill. — Building on years of advocacy for affordable, accessible health care, state Rep. Jenn Ladisch Douglass, D-Elmhurst, is highlighting the significant investments in health care in the fiscal year 2024 budget. This includes funding for the Illinois Association of Free and Charitable Clinics, a nonprofit organization that connects low-income and uninsured DuPage County and other residents to health care services regardless of their ability to pay.
“Health care is an essential service that everyone deserves, and it’s critical that we do not leave our most vulnerable behind. The work of IAFCC and the other free clinics is invaluable to the people of Illinois, especially those who are uninsured or otherwise unable to afford care,” Ladisch Douglass said. “Our budget is a representation of what we value as a state, and our critical investments in health care clearly show that the health and wellbeing of our communities is a top priority.”
Thanks to smart spending decisions and fiscal responsibility, the Ladisch Douglass-backed budget improves access to affordable health care in underserved communities across the state, due in part to the funding of IAFCC clinics. The budget also makes critical investments in behavioral health, mental health, and addiction treatment.
“Everyone deserves access to high quality, affordable health care, so we must continue to support and expand this critical service,” Ladisch Douglas said. “Although we’ve made tremendous progress this year, there is always more work to be done. I am eager to continue collaborating with stakeholders and my fellow legislators to support health care in all forms so that all Illinoisans can access the care they need.”

Ladisch Douglass Fights for Affordable Insulin
SPRINGFIELD, Ill. — People with diabetes will have access to an affordable emergency insulin supply under a new bill supported by state Rep. Jenn Ladisch Douglass, D-Elmhurst.
“Over a million Illinois residents, including myself, are living with diabetes and need regular access to insulin to remain healthy. No one should have to empty their pockets and pay excessively high prices to access this life-saving medication,” Ladisch Douglass said. “An affordable, accessible insulin supply, especially in emergencies, can be the difference between life and death
for so many Illinoisans.”
Currently, the price of a 30-day supply of covered prescription insulin is capped at $100. House Bill 2189, also known as the Access to Affordable Insulin Act, would lower this cap to $35 for
all people on state-regulated plans, as well as establish an emergency insulin program that participants can use to purchase insulin at a discounted price in emergency situations.
Before taking office, Ladisch Douglass volunteered as a citizen-advocate in support of insulin price caps and other health care affordability measures.
“Too many people have died because of insulin rationing or otherwise not being able to afford this important medicine. This bill is an easy fix to a devastating problem,” Ladisch Douglass
said. “I will always advocate for affordable, accessible health care so that everyone has the resources they need to stay healthy.”

Ladisch Douglass Passes Bill to Protect Long-Term Care Facility Residents
SPRINGFIELD, Ill. — A bill introduced by state Rep. Jenn Ladisch Douglass, D-Elmhurst, to protect residents of long-term care facilities and prevent the exploitation of seniors and people
with disabilities passed out of the Illinois House of Representatives.
“As a practicing attorney and now as a state representative, one of my top priorities is to protect vulnerable members of our community and improve their quality of life,” Ladisch Douglass said. “This bill provides common sense solutions to potentially life-threatening problems, improving the safety of long-term care facilities and preventing financial exploitation.”
To prevent the financial exploitation of Illinois’ most vulnerable, House Bill 2100 provides that exploitation of a senior or person with a disability, as outlined in statute, is guilty of a Class 1
felony if the elderly person is 70 years of age or older and the value of the property is $15,000 or more. The bill also changes language in the statute concerning abuse or criminal neglect of long-term care facility residents so that more people, rather than only seniors and people with disabilities, are covered under the law. These efforts not only improve the safety of long-term
care facility residents, but also deters bad actors from exploiting seniors and people with disabilities.
The bill has the backing of several law enforcement groups, including the Illinois Association of Chiefs of Police, Illinois Sheriffs’ Association, and the DuPage County State’s Attorney.
“The COVID-19 pandemic shed light on existing issues in long-term care facilities, and this bill seeks to right some of those wrongs,” Ladisch Douglass said. “I urge my colleagues in the Senate to pass this bill and help protect seniors, people with disabilities, and residents of long-term care facilities in Illinois.”
The bill passed out of the House with no opposition and now heads to the Senate for consideration.
